1) Design and Permitting of Road Extension

Recommend approval of advertisement of an RFQ for engineering services for survey, planning, design and permitting of the extension of Randy Brown Road through Santa Rosa Park East to Jeff Ates Road.


2) RFQ for Economic Development Strategic Planning

Recommend approval and release of the draft RFQ for an Economic Development Strategic Plan. Responses due by July 20th.


3) I-10 Industrial Park Infrastructure Improvement Agreement Amendment

Recommend approval of Resolution authorizing amendment 1 to the Economic Development Transportation Project Fund Agreement extending the required construction commencement date to September 30, 2017 and construction completion date to June 30, 2018 for the I-10 Industrial Park Infrastructure Improvement project.


4) Tourist Development Office Local Event/Marketing Program

Recommend approval of the FY 2017/2018 Tourist Development Office Local Event/Marketing Grant Applications Cycle with awards totaling $40,550 as reviewed and approved by the TDC Board of Directors.


5) Termination of Lagerheads on the Gulf Volleyball Marketing Grant

Recommend approval to terminate the Lagerheads on the Gulf Volleyball 2016/2017 marketing grant.


Administrative Committee   –  Williamson & Cole 
1) Recent Flooding Event 

Recommend approval for Engineering staff to evaluate alternatives that may address recent flood prone areas in Pace and provide a preliminary report of findings to the Board at the July 24, 2017 meeting.


2) Pea Ridge Connector Road Right-of-Way 

Recommend approval for staff to discuss right-of-way agreements with property owners of a proposed connector road between US 90 near Santa Villa Drive to Hamilton Bridge Road west of Pond Creek. Additionally, direct staff to add $350,000 to the tentative FY18 LOST project list for possible PD&E project study.                                                                                                                                                                                                                                                                                                                                           


3) Venetian Way & Coronado Drive HMGP Drainage Project – Property Acquisition 

Recommend approval of contract with C. Paul and Terry L. McNemar in the amount of $350,000 for the acquisition of vacant property located at 2773 Bay Street (parcel ID 01-3S-29-0000-00106-0000) necessary for construction of the Venetian Way and Coronado Drive HMGP funded drainage project.


4) Deputy Pay Increases 

Recommend approval to transfer $193,000 to the Sheriff’s Department for sworn law enforcement officer raises.


5) Holding Pond – Hamilton Cove 

Recommend approval of purchase of a lot at 5409 Hamilton Cove in Pace at a cost of $25,000 plus closing costs from Road and Bridge Reserves for the construction of a holding pond.


6) Resolution – Area of Operation

Recommend approval of Resolution granting continued area of operation authority to the Escambia County Housing Finance Authority for purposes of operating the TBA and Mortgage Credit Certificate (Homeownership) Programs within Santa Rosa County, Florida.


7) Amendment to Lease Assumption Agreement 

Recommend approval of proposed Amendment to Lease Assumption Agreement with Deep South Investments, LLC.


8) LETF Application – Santa Rosa County Crime Stoppers, Inc.

Recommend approval of request from the Sheriff’s Office to use the LETF (Law Enforcement Trust Fund) in the amount of $1,000 as requested by the Santa Rosa County Crime Stoppers, Inc.


9) Voting Credentials – 2017 NACo Annual Conference

Recommend approval of Commissioner Cole to serve as the credentialed delegate to the 2017 annual NACo conference.


10) Extension of FDACS Grant Agreement for Conservation Technician

Recommend approval to extend grant agreement with the Florida Department of Agriculture and Consumer Services (FDACS) to continue funding the Agriculture Best Management Practices (BMP) Conservation Technician in the Blackwater Soil and Water Conservation District (SWCD) Department. No match is required.


11) FY 17-18 Defense Infrastructure Grant (DIG) Agreement Acceptance

Recommend acceptance and approval of the FY 17-18 Defense Infrastructure Grant (DIG) Agreement in the amount of $300,000 with the Florida Department of Economic Opportunity (DEO) contingent upon the successful conclusion of the negotiation process with DEO.


12) FY 17-18 Defense Reinvestment Grant (DRG) Agreement Acceptance

Recommend acceptance and approval of the FY 17-18 Defense Reinvestment Grant (DRG) Agreement in the amount of $26,950 with the Florida Department of Economic Opportunity (DEO) contingent upon the successful conclusion of the negotiation process with DEO and authorization of $17,500 in matching funds.


13) RESTORE Pot 1 – Discovery Center Phase I

Recommend approval to move forward with the application process for the Discovery Center Phase 1 which will include multiple County owned parcels on Navarre Beach for further evaluation.

Engineer’s Report
1) I-10 Commerce Park Expansion Construction Engineering Inspection (CEI) Services

Recommend ranking and approval to negotiate with AECOM for CEI Services for the I-10 Commerce Park Expansion as highest scoring/ranking firm.


2) Purchase of 2017 Honda 4-WD Side by Side ATV for Navarre Beach Utilities

Recommend purchase of a replacement 2017 Honda 4-WD Side by Side ATV for Navarre Beach Utilities from KM Cycle & Marine in the amount of $9,999.00 based on comparative shopping.


3) Residential Solid Waste and Recycling Collection Franchise Agreements

Recommend renewal of the Residential Solid Waste and Recycling Collection Franchise Agreements with Waste Pro and the Emerald Coast Utilities Authority (ECUA) for an additional 3-year term.


4) Landfill FY 2017/2018 Budget – Capital Projects and Funding Request

Recommend approval to secure a line of credit, not to exceed three million dollars ($3,000,000), for construction of Central Landfill Phase V, Cell A expansion.


5) Robinson Estates Phase 2 and 3 Construction Plans

Recommend approval of Construction Plans for Robinson Estates Phase 2 and 3, a 69 lot subdivision located in District 1.


Public Service’s Committee   –  Cole & Parker 
1) CCP Grant Application

Recommend approval of application for FY2018 Citizen Corps Program (CCP) grant funding and to authorize Chairman to sign all related documents.

Public Works Committee   –  Salter & Lynchard 
1) Breezeway Circle Pipe Lining

Recommend approval of the proposal from Pensacola Concrete Co., Inc. in the amount of $33,736.21 for the lining of the stormwater pipe between 4252 & 4256 Breezeway Circle based on comparison shopping. Funding to be from Road and Bridge Reserves.


2) Gooseneck Trailer Purchase

Recommend approval to purchase a 25-foot-long, 11-ton capacity trailer from A-1 Accessories in the amount of $8,599.95 with funding from Road and Bridge Reserves.


Budget & Financial Management Committee   –  Parker & Lynchard 
1) Bid Action 

Recommend approval of  bid in the amount of $27,890.00 from Wolfe Construction, Inc. for Housing Rehab project at 1861 Flamingo Lane as the lowest responsive bidder meeting specifications.


2) Ponderosa MSBU Re-petition

Recommend approval of Ponderosa MSBU repetition.


3) Budget Amendment 2017-147

Recommend approval of Budget Amendment 2017 – 147 in the amount of $234 to transfer additional funding necessary for the completion of metal roof coverings for the batting cages at the Santa Rosa Sports Plex from District 1 and District 3 Recreation Funds as approved at the June 8, 2017 meeting.


4) Budget Amendment 2017-148

Recommend approval of Budget Amendment 2017 – 148 in the amount of $16,620 to carry forward funds received from BC Land, Inc. for the paving of the county maintained portion of Saroco Road as approved at the June 8, meeting.


5) Budget Amendment 2017-149

Recommend approval of Budget Amendment 2017 – 149 in the amount of $565,556 to recognize FDOT Beautification Assistance Program funding for improvements to SR 87 in the amount of $250,000 for Phase 1 (February 23, 2017) and $275,000 for Phase II (May 11, 2017) and carries forward tourism development tax reserves (40,556) for funding of professional landscape architect design fees for both phases as approved at the June 8, 2017 meeting.


6) Budget Amendment 2017-150 

Recommend approval of Budget Amendment 2017 – 150 in the amount of $750,000 to establish a new budget for the Legend Creek CDBG Neighborhood Revitalization Grant approved by the Board on May 11, 2017 including contract for grant administration services approved May 25, 2017.


7) Budget Amendment 2017-151 

Recommend approval of Budget Amendment 2017 – 151 in the amount of $21,297 to purchase from LOST funds a Thermal Camera Kit for Pace and Berrydale Fire Departments ($4,583.12 each); ten (10) Breathing Air Cylinders ($1,000 each) and one (1) Altair Multigas Detector ($2,130) for the Bagdad Fire Department as approved at the May 25, 2017 meeting.


8) Budget Amendment 2017-152 

Recommend approval of Budget Amendment 2017 – 152 in the amount of $449,105 to recognize FY17 funding from FHFC 3rd, 4th, & 5th allocation and reallocates strategy balances to Substantial Rehabilitation and SHIP Administration in the SHIP Program Fund.


9) Budget Amendment 2017-153 

Recommend approval of Budget Amendment 2017 – 153 in the amount of $844,919 to recognize FEMA HMGP Grant Revenues and required match for the engineering & design Phase of the Settler’s Colony Drainage Expansion Project approved at the June 8, 2017 meeting. Grant funds 75% of the engineering & design ($633,689) with the local match coming from LOST funds ($211,230).
