1) Navarre Medians Repair and Maintenance

Discussion of approval of an agreement with Piney Grove Nursery & Landscaping to replace and install 2,023 Super Blue Liriopes at a cost of $5,057.50.

Administrative Committee   –  Williamson & Cole 
1) Holding Pond – Hamilton Cove 

Discussion of the purchase of a lot on Hamilton Cove in Pace to be utilized for additional storm water holding capacity.


2) Blueberry Bash 5k Run/Walk 

Discussion of The Arc of the Emerald Coast – Santa Rosa’s request to utilize county right-of-way for the Blueberry Bash 5k run/walk. The event is scheduled for June 24, 2017 from 7:00 am to 11:00 am.


3) Letter to Governor Rick Scott 

Discussion of the approval of a letter to Governor Rick Scott asking for Administrative relief from Rule 18-21.003(71) which as interpreted by the staff of FDEP and the Division of State Lands restricts the County’s ability to place a restroom on the pier.


4) Renaming Highway 87 South 

Discussion of options for renaming Hwy. 87 South the “Navarre Beach Expressway”.


5) Red Snapper Fishing Season 

Discussion of the 2017 Gulf of Mexico federal red snapper fishing season (June 1-3).


6) Vacant Restaurant Property – Navarre Beach 

Discussion of the lease for the vacant restaurant property on Navarre Beach.


7) Amendment of Resolution – Park Usage 

Discussion of the amendment of resolution that sets fees and usage for County parks and facilities.


8) MSBU Ordinances Public Hearing 

Discussion of scheduling public hearing on the following proposed ordinances:

  • Street Lighting MSBU for Grand Bay Court Subdivision and Pace Mill Creek Phase III and III-B Subdivision
  • Savannah Plantation Subdivision Neighborhood Improvements MSBU

9) General Fund Reserve Policy 

Discussion of identifying and approving an appropriate level of general fund unassigned fund balance as a reserve to hedge against risk.


10) LETF Application – Summer Day Camps 

Discussion of approval of request from the Sheriff’s Office to use the LETF (Law Enforcement Trust Fund) in the amount of $1,000 in support of Summer Day Camps at the request of the Boy Scouts of America, Gulf Coast Council.


11) Value Adjustment Board

Discussion of approval to appoint two commissioners and one homestead property owner to the Value Adjustment Board.


12) Surplus Property 

Discussion of declaration as surplus property items from the Santa Rosa County Tax Collector’s Office as recommended by the Clerk of Courts.

14) Consent Agenda Format

Discussion of Board policy to have the Thursday action item agenda be re-formatted to incorporate a consent agenda. A sample is attached.


15) Settlers Colony Drainage Expansion Project – Engineering Services Proposals 

Discussion of scope of services and fee proposals from Baskerville-Donovan, Inc. ($390,364) and Atkins ($394,555) for engineering, permitting and construction inspection services for the HMGP funded Settlers Colony Drainage Expansion project.


16) Settlers Colony Drainage Expansion Project – Grant & Project Administration Proposal 

Discussion of proposal from Pegasus Engineering in the amount of $60,000 to provide grant and project administration for implementation of the HMGP funded Settlers Colony Drainage Expansion project.


17) Contract for Grant Administration Services – Pace CDBG Sewer Project 

Discussion of contract with Jones-Phillips & Associates, Inc. (JPA) in the amount of $54,860 to provide professional grant administration services in conjunction with the CDBG funded sewer project in Pace.

Discussion of identifying and approving projects for FY17 execution and reviewing proposed FY18 LOST projects for incorporation into the FY18 budget process.


Engineer’s Report
1) Jay Transfer Station Closure

Discussion of Jay Transfer Station closure based of residents’ use, operational cost, and alternative disposal options.


2) Ground Penetrating Radar 

Discussion of low quote for Ground Penetrating Radar (GPR) unit from Power-Tel in the amount of $14,295.00 for Navarre Beach Utility operations.


3) Engineering Services for Santa Rosa County Regional Effluent Disposal System 

Discussion of amendment #1 to Task Order No.21 with CH2M for Professional Engineering and Consulting Services for Updating the Alternatives Evaluation and Preliminary Design for Santa Rosa County Regional Reuse System in the amount of $261,000.00.


4) Peter Prince Field Engineering Services Task Orders. 

Discussion of approval of Mott MacDonald Work Orders #08 in the amount of $6,500, for approach slope penetration survey, #09 in the amount of $49,600, for hangar design and #010 in the amount of $6,180, to facilitate FAA approval of south perimeter fence relocation on Peter Prince Field.

1) Radio Project

Discussion of radio project improvements as identified through gap analysis of the system.  Recommend entering into a contract with Motorola Solutions for system enhancements.


2) Subordination Request for 1600 Magnolia Manor Dr, Gulf Breeze

Discussion of approval for the SHIP mortgage subordination request for property located at 1600 Magnolia Manor Drive, Gulf Breeze, FL.  Agreement is consistent with Board policy

1) Budget Amendment 2017-137

Discussion of Budget Amendment 2017-137 to carry forward unspent SRC Boating Improvement Funds to Boating Improvement Fund Reserves.


2) Budget Amendment 2017-138 

Discussion of Budget Amendment 2017 – 138 in the amount of $29,440 for engineering services from Baskerville-Donovan for the Chipper Lane/ Maranatha Way HMGP pond expansion as approved at the May 11, 2017 meeting.


3) Budget Amendment 2017-139 

Discussion of Budget Amendment 2017 – 139 in the amount of $4,034 to carry forward unspent funds allocated for marketing expenditures in the TDC Fund for the Navarre Beach Marine Science Center.
