Economic Development Committee   –  Williamson & Cole 
1) Navarre Medians Repair and Maintenance

Recommend approval of an agreement with Piney Grove Nursery & Landscaping to replace and install 2,023 Super Blue Liriopes at a cost of $5,057.50.

Administrative Committee   –  Williamson & Cole 
1) Holding Pond – Hamilton Cove 

Recommend approval for staff to obtain an appraisal on a lot on Hamilton Cove in Pace as a possible storm water retention pond location.


2) Blueberry Bash 5k Run/Walk 

Recommend approval of request from The Arc of the Emerald Coast – Santa Rosa to utilize county right-of-way for the Blueberry Bash 5k run/walk. The event is scheduled for June 24, 2017 from 7:00 am to 11:00 am.


3) Letter to Governor Rick Scott 

Recommend approval of a letter to Governor Rick Scott asking for Administrative relief from Rule 18-21.003(71) which as interpreted by the staff of FDEP and the Division of State Lands restricts the County’s ability to place a restroom on the pier.


4) Red Snapper Fishing Season 

Recommend approval of the attached letter regarding the federal red snapper recreational fishing season to be sent to the local Congressional delegation and appropriate federal agency officials.


5) Vacant Restaurant Property – Navarre Beach 

Recommend approval for staff to notify the owner of The Palms of Navarre of violation of the property lease terms.


6) Amendment of Resolution – Park Usage 

Recommend approval of the amendment of resolution that sets fees and usage for County parks and facilities.


7) MSBU Ordinances Public Hearing 

Recommend scheduling public hearing on the following proposed ordinances:

  • Street Lighting MSBU for Grand Bay Court Subdivision and Pace Mill Creek Phase III and III-B Subdivision
  • Savannah Plantation Subdivision Neighborhood Improvements MSBU

8) LETF Application – Summer Day Camps 

Recommend approval of request from the Sheriff’s Office to use the LETF (Law Enforcement Trust Fund) in the amount of $1,000 in support of Summer Day Camps at the request of the Boy Scouts of America, Gulf Coast Council.


9) Value Adjustment Board

Recommend appointment of Commissioners Parker and Cole as the Board representatives to the Value Adjustment Board. Homestead property owner representative is pending.


10) Surplus Property 

Recommend declaration as surplus property items from the Santa Rosa County Tax Collector’s Office as recommended by the Clerk of Courts.


11) Consent Agenda Format

Recommend approval of a consent agenda format for the Thursday commission meetings.


12) Settlers Colony Drainage Expansion Project – Engineering Services Proposals 

Recommend approval of scope of services and fee proposals from Baskerville-Donovan, Inc. ($390,364) and Atkins ($394,555) for engineering, permitting and construction inspection services for the HMGP funded Settlers Colony Drainage Expansion project.


13) Settlers Colony Drainage Expansion Project – Grant & Project Administration Proposal 

Recommend approval of proposal from Pegasus Engineering in the amount of $60,000 to provide grant and project administration for implementation of the HMGP funded Settlers Colony Drainage Expansion project.


14) Contract for Grant Administration Services – Pace CDBG Sewer Project 

Recommend approval of contract with Jones-Phillips & Associates, Inc. (JPA) in the amount of $54,860 to provide professional grant administration services in conjunction with the CDBG funded sewer project in Pace.


15) LOST Project Review 

Recommend approval of the FY 17 LOST project list and the tentative FY18 LOST project list and direct staff to develop a time to convene the members of the LOST Infrastructure Surtax Committee.


16) NACo Appointments 

Recommend support for Commissioner Cole and Commissioner Williamson to serve on the National Association of Counties committees as listed below:

  • Commissioner Cole – Chairman of the Environment, Energy & Land Use Committee (EELU)
    • Chairman of the Arts & Culture Commission
  • Commissioner Williamson – Technology and Telecommunications Steering Committee

Engineer’s Report
1) Jay Transfer Station Closure

Recommend Jay Transfer Station operate Tuesdays, Thursdays, and Saturdays effective August 1, 2017.


2) Ground Penetrating Radar 

Recommend approval of low quote for Ground Penetrating Radar (GPR) unit from Power-Tel in the amount of $14,295.00 for Navarre Beach Utility operations.


3) Engineering Services for Santa Rosa County Regional Effluent Disposal System 

Recommend approval of amendment #1 to Task Order No.21 with CH2M for Professional Engineering and Consulting Services for Updating the Alternatives Evaluation and Preliminary Design for Santa Rosa County Regional Reuse System in the amount of $261,000.00.


4) Peter Prince Field Engineering Services Task Orders. 

Recommend approval of Mott MacDonald Work Orders #08 in the amount of $6,500, for approach slope penetration survey, #09 in the amount of $49,600, for hangar design and #010 in the amount of $6,180, to facilitate FAA approval of south perimeter fence relocation on Peter Prince Field.
                                                                                                                                                                                    


5) The Waters Phase 1B Final Plat 

Recommend approval of Final Plat for The Waters Phase 1B, a 92 lot subdivision located in District 5.


6) The Waters Phase 1B Paved Road and Drainage Maintenance

Recommend approval of Final Plat for The Waters Phase 1B, a 92 lot subdivision location of District 5.


Public Service’s Committee   –  Cole & Parker 
1) Radio Project

Recommend approval for staff to develop a contract with Motorola for enhancements to the emergency communication system at the Sheriff’s Office and at an additional site in Navarre. Agreement will be brought back to the Board for final approval.


2) Subordination Request for 1600 Magnolia Manor Dr, Gulf Breeze

Recommend approval of SHIP mortgage subordination request for property located at 1600 Magnolia Manor Drive, Gulf Breeze, FL. Agreement is consistent with Board policy.


Public Works Committee   –  Salter & Lynchard

Budget & Financial Management Committee   –  Parker & Lynchard 
1) Budget Amendment 2017-137

Recommend Budget Amendment 2017-137 in the amount of $288,621 to carry forward unspent SRC Boating Improvement Funds to Boating Improvement Fund Reserves.


2) Budget Amendment 2017-138 

Recommend Budget Amendment 2017 – 138 in the amount of $29,440 for engineering services from Baskerville-Donovan for the Chipper Lane/ Maranatha Way HMGP pond expansion as approved at the May 11, 2017 meeting.


3) Budget Amendment 2017-139 

Recommend Budget Amendment 2017 – 139 in the amount of $4,034 to carry forward unspent funds allocated for marketing expenditures in the TDC Fund for the Navarre Beach Marine Science Center.
